My basic gear is portable, so I can take it anywhere on location, I've even climbed mountains with a bit of help.If it's free people will be happy to let you use the images for your portfolio. Take your time and edit things well. Create a website and showcase your best stuff. Have contact details on it.

Small business, local newspapers, and word of mouth.
Hit up small businesses to take photos of employees for company records as well as for social media. Real estates are a good one for plastering their faces on everything. Offer it at a low cost until you build your reputation.
Once people know you are good, you will find you get alot of work through being recommended.
Most of my work is from being referred by a previous client.
Models expect to be paid. If you aren't a well-known photographer then they will want an hourly rate. Often if you are getting paid to shoot models, it will be through a third party. The model is getting paid to be there, too.
