given what he's doing this could be done with a camera setup of $150, Canon 40D + 50mm F1.8 STM lens. and thousands of other combinations of camera and lens under $1500. then it's a matter of learning about light and establishing rapport quickly with strangers

In this scenario, how would you even use that knowledge aside from picking which side of the street to walk on? What resource would you recommend on light for street photography specifically?

my advice would be go outside a lot and make looking for interesting light your focus to camp on not necessarily interesting people.
in this instance they're using the diffused soft light of the near end of day:
>1/800 so even when they are walking or moving it freezes them COMPLETELY
>f2.8 so it has a nice blurry background
>iso 2000 so that its sensitized to the scene
a mistake that people make is not truly understanding how much their eyes adjust to the light. like when you're indoors with your shitty lamps and need like iso 3200 to even see anything. even when the sun is going down there's still a lot of light. older cameras would suck at iso 2000, most do not today.
the last part is to take note of each picture. the best pictures have a visible catchlight in their eyes, and incorporate the artificial lighting of the urban environment into the blurry background in a pleasing way
