To be honest, I would probably push even more green and really go for the RGB neon look that's all the rage these days. At least it's motivated in your photo, with all the traffic lights an whatnot. Just make sure to balance your shadows and highlights, so that green doesn't spill out of midtones. Basically, keep your highlights, shadows and blacks clean.
I'd suggest trying to extract at least a little bit more detail out of the shadows, so you can set a clear black point. I wouldn't worry too much about the noise, as it can be reduced in the shadows without stretching into the midtones where all the neat colors are.
The highlights (lights and neon sign) could use a bit more punch. It looks kind of weird when toned down.
