>>4181470$1k US for a body and lens isn't a lot for something you'll never want to upgrade from and has decent video. Your requirements pretty much eliminate the budget option, DSLRs. They are worse than mirrorless in every way so you'd end up buying a mirrorless later, 4chan autists who hate change and think EVFs are a jewish conspiracy aside.
You'll go over budget but consider the nikon Z6 used. The cheapest good all around Z mount lens is the 40mm f2 followed by the 24-70 f4.

Stay away from sony, fuji, and canon unless you have a bigger budget. Trust me on this. They're expensive brands if you want the camera done right. Cheap sony and canon cameras lack good weather resistance, build quality, IBIS, etc. Nikons only major flaw is slightly slower autofocus tracking.
On sony, the only good cameras are the recent ones that cost $2000+. The older cameras you can find for cheaper all have crippling flaws like awful build quality.
On fuji, the new and used prices are both inflated because they are fashion items as well as cameras. Price is the only problem with fuji. They're ok, but shouldn't cost $2k. Although if you could find an X-T4 for cheaper than average, and didn't want to buy that many lenses (fuji lenses are also inflated in price vs. what they are), X-T4+18-55 f2.8 would probably be good enough for most people here, but they shouldn't cost as much or more than full frame gear.
On canon their cheapest camera (the RP) is using an ancient sensor so it performs as well as cheaper crop sensor cameras (sometimes worse) and you can not buy recent third party lenses for canon RF cameras. Canon sends C&D letters out because the third party lens makers like sigma, viltrox, and tamron finally got good at making lenses and can legitimately compete with canon branded optics.
