Except Your own backyard, most people need permits to film things. I had a boss who liked to film renovation and gardening works, wonder what happened to films when he died.

Even in NYC where they are notorious for ticketing people without filming permits, they won't do shit about one person filming. Filming permits are really just to funnel Hollywood production money to the city.

Who's asking? Why are they asking? What are you filming, that they need to ask?

Is it because you are filming people without permission? That's creepy. Also, everyone has reasons for doing what they do. The unwillingness to voice or share your purpose in filming, suggests that it is for a generally unacceptable reason by society at large and will be met with a large amount of skepticism.

one time I went to the rooftop of a parking lot building and filmed the downtown of my city (I had asked for permission beforehand)
the security guard asked me what I was filming for, i just shrugged and he looked at me like the biggest weirdo in existence
