Hey, I'm an absolute beginner when it comes to photography. I've only shot a few photos on an old point and shoot. Im looking for a small/pocketable camera,a mirrorless or compact, around 200-300$. I've found a listing for a Canon PowerShot G9 X Mark II (pic rel) for pretty cheap but I'm also thinking about either getting a Canon EOS M10 or a Sony a5000.

What do you think a camera will do that your phone cannot?
IMO max out your skill on the phone and when you can identify what you're lacking look for a camera that has it. You know, just save your money

All three options are good, g9xii will be really pocketable, but a5000 or m10 will both have lens sticking out. Both have small kit zooms and pancakes available that are even smaller, but they still will be larger.

When will this meme die? The ergonomics are garbage when using a phone. You also have a clunky UI that doesn't give quick access to aperture, shutter speed, iso, etc. The only thing a phone is good for is practicing composition. It is not a suitable replacement for a real camera for a beginner that wants to learn photography.

I bought a G5X as my first proper camera and I've been very happy with it over the past year.
Given that the specs are similar, I think you'll also be happy with the G9X and you'll be able to learn well with it. If you found it at a good price just commit, right now obsessing over gear is pointless because of all the growth you have to do before minor differences matter.
