I don't know about the other things man, I'm no expert myself but if you feel like you really like to take photos go ahead and buy your first dslr, can be some old cheap Canon Rebel. All you really need to know for starters is learning the exposition triad time/shutter/iso but it seems like you already know the basics. Believe me, shooting shooting with actual camera v. phone is day and night, it's not only the gear side of the things but also the actual mindset of using a dedicated piece of a device. Most importantly though, you go out and find interesting spots, what helps me is going out of my city or places that I am familiar with.
