humans have feelings, poetry, and thoughts, literature. one movement of the eye belies an internal world. animals have states - neurochemistry. one movement of the eye indicates their next attack or what they will flee from, nothing more.
can we make art with a picture of an animal? i'm afraid not, not without a significant amount of context bringing it back to the human world, the only world that has words and ideas in it. otherwise it may as well be a flower snapshit. pretty but there's nothing going on there. and in the case of most animals pretty isn't on the table, they symbolize disease and dirtiness. half-eaten corpses, pissed on car tires, turds in the open or planted like shallowly buried landmines.
