If you're good looking enough, and have enough fashion sense, then you either learn to takes shots of yourself or you get in touch with local photographers that are looking to practice and build their portfolio which in turn builds your portfolio. Get some decent shots of yourself and then look around on facebook, instagram or even flickr for local events, meetups or photographers looking for free models. After all that you can start advertising yourself for work & look out for paid work. You'll be doing this constantly for years. The easy part is doing the work, the hard part is getting noticed.
