You actually can buy rent only lenses/lens sets - on used markets. There's always someone selling older ''rent only'' lenses from Zeiss, Panavision, Leica, etc... There was an anon who posted a lens list couple months ago, he had 2 rent only Panavision cine lenses and there was also another anon on /tv/ who had a rent only Zeiss cine lens. It's a rare find but it happens once the companies realize nobody is renting their old lens. They either sell it to someone within the company or partner agency for dirt cheap or they give it to someone whose daddy knows the CEO and then that guy puts it on sale on used gear markets. Seen that shit happen too many times. Seems like all you need in life are connections and snobby, superficial friendships - and then you're on smooth sailing to the top 1%.

Also, forgot to mention that while we're on the topic of Panavision, the owner of one of the biggest camera store chains in my country has a set of Primo Artiste lenses on display in one of the stores. You can't buy them, they are just on display behind thick bulletproof glass and they are his - and yes, they are actual, working lenses not props or fakes. Best part is it's not the old model set, it's the newer set from couple years ago. Don't ask me how he got his hands on one of those but they are his and they are there on display. Makes you think that you can probably buy these lenses if you offer them enough money. I bet you they would sell you a $500k set of ''rent only'' lenses for $1.5M or $2M or something like that.
