The retro effect is made resizing to 128x112, converting to grayscale and then applying a similar pattern than the one used by the BG.
A good result is obtained adjusting exposure, contrast, and manually retouching crucial areas with dodge and burn tools.
You only have 4 colours (00, 33, 66 and 100) combined in 13 2x2 patterns.
It's really important to increase contrast on edges.
