With the right apps and a non cucked device you should be able to record log encoded footage at high bitrates at selectable framerates at 4:3 aspect ratios (1920x1440, 1440x1080, 960x720, etc) but it varies per phone.
Besides phones, micro four thirds is another platform for 4:3 ratio. Most cameras there aren't as cucked as APS-C/full frame bodies and don't have 30min record limits like the cuck cameras do so micro four thirds is a viable platform for hobbyist video, and has plenty of lenses to choose from.
Some cameras only record video from certain parts cropped from the sensor though so you have to beware of that. Not all will offer full-sensor readouts for 4:3 video but some will. The buzzword for cameras supporting non-cucked sensor readouts and video processing is "open gate" which lets the user record the full sensor and crop however they want later. Most don't offer this, but some do, or they'll at least offer 4:3 modes in pre configured sizes like 1920x1440 instead of forcing 1920x1080 16:9 crops on you.
Beware some cameras that are autistic and hostile and hate you and your mother and your ancestors, and your race, and your species. Some actually offer 4:3 modes that are simply crops from 16:9 that has already been cropped from the 4:3 sensor which is a crop in a crop and not what you want, but it's what some give you, trying to find a camera without retarded autism grade video output is actually harder than it should be. It's fucking insane.
Micro four thirds is a good starting point for looking, though, if a phone isn't good enough.
