I contribute to a small miniature wargaming/hobby Web magazine and I'm quite dissatisfied with the results I get with my crappy phone camera. I know nothing about fancy cameras or what features I should look for to take good close up photos of minis. Does anyone have any recommendations or advice on what camera I should get or what features I should look for?

Just get whatever camera with an interchangeable lens that you can get, get a macro lens for it and that is.

What's your budget? Honestly taking pictures of minis doesn't really require a very new camera, the lens will matter more & tripod and perhaps extra lighting.

small sensor with a close focusing lens, tripod and some lights. something m43 like an olympus pen (e.g. e-pl5 but whichever is cheapest) with a 14-42 ez zoom would give you good dof and has a minimum focus distance of 20-25cm, and for your budget you could add a 30/3.5 macro for close-ups. if you're really on a budget you could even get an old fourthirds system like an e620 with a kit lens and 35/3.5 macro, should be less than $200 for everything

For this budget you get any body with a somewhat decent MP count (18+), a good tripod for $50, a kit lens (either paired with the body or budget $50-100) and some extension rings for $30-60. Leaves you with $200 for the body which is very doable for a mid 2010s DSLR. A Canon 400D or something would be fine.

judging from the photo you posted, you need to get lower, about eye level with the figures, and you could stand further back and use a longer focal length for more separation between them and the background

that would make it look much more dramatic which is the look im guessing you're going for

you should look into shift tilt lenses on whatever body you like. The effect it can give would add a lot of artistic creativity in your case. I made this few monts ago, it's my first one the proportions are shit but I'm quite happy with it (sorry for the picture quality)

Another dimension to look at is lighting; your photo's lighting looks pretty direct and flat. All photographers look for low, relatively soft lighting at (for example) golden hour for nice photos. You can emulate this with LED panels or flash. You may want to look at how to balance flash with the natural light you have already.
Flash gives you a ton of flexibility but only works with "traditional cameras" that have hotshoes.
Even a fairly old DSLR with a macro lens will give you a better image than your phone. Consider an old APS-C body like the Nikon D200 or D40 and a macro lens like any of the Nikkor Micro 105mm f/2.8.

Better control of light should make even shitty phone sigjnificantly better. Also a tripod (and a phone tripod attachment).

If you want go camera: light, tripod, a crop sensor dslr/mirrorless kit, maybe a chink macro extension tube set. Smaller the sensor, easier to get relatively deep depth of field for closeups of small items.
