>>4418374 correctly pointed out, the effect is actually a result of distance to subject (aka, how far you are). The reason people including myself generally say "focal length" is to blame, is that to get the same framing at a greater distance, you need a longer focal length.
I also pointed out earlier that you could stand very far away and use a 10mm lens, and the facial features would look the same as if you stood in the same spot and shot with a 100mm lens; the difference would be how much your subject fills up the entire frame.
At 10mm your subject would be tiny and you probably wont be able to see the face well, but at 100mm, you might end up with head and shoulders and little else in the shot.
So, lens focal length isn't really the factor here, it's subject distance.
