Not popular as a general purpose compared to something like pancakes or zooms. Generally expensive, and manufacturers normally field fast 35mm's anyway which are more popular.
Canon made (despite the laughable optics) f/1.4 versions of 20, 24, 35, and 50mm which would compete with a 28mm. Is it really necessary to make one?
