Tony is a dipshit and loves interim titles as a booking crutch because he thinks he can then do real champion vs. interim champion for all the marbles as a big money match. Same as how he does random tournaments when he has no idea how to fill out shows or "eliminators" (having the champ lose) to get title matches.
