He's just a midcard big guy, International title was his ceiling(and he even got that via accident if I remember correctly). In WWE his ceiling is NTX championship and at best United States championship if he ever gets there.

I like Hobbs, but like I've said before, if he's going to debut on the main roster then he's going to get lost in the shuffle. Paul can barely book his star talent and now you've got Trick, Femi and Melo that the powers that be are demanding to be pushed.
