Promo (the ability of each wrestlers to talk on the mic without coming off as boring, can do funny segments well etc etc) :
Angle > HHH
Angle was easily the better overall talker. HHH works better when he had to work the promos with others, however he does have some memorable solo promos but not as many as Kurt. (when he was pissed that the fans gets to vote on his opponent so he just shooting on the crowds for example)
Presence (the aura that the wrestlers gave whenever they appeared on screen) :
HHH > Angle
If im being honest, both of them looks like a dork when they first started in the company but HHH shed that fratboy aura when he became The Game, becoming a badass heel. Kurt was mostly a comic relief heel up until he became the ECW Wrestling Machine badass late in his active WWE career, that was a bit too late for him I think.
Worker (the ability for a wrestler to work well with others in the ring, good selling, engaging matches etc) :
Angle > HHH but only by a small margin.
Angle never had a bad match, he works well with others. Rarely had a match ruiner botch BUT
HHH is the better Ring General. He protected Kurt when he was concussed in SS2000, saved Austin when he was stuck on ropes, continue on matches where he was severely hurt on multiple occassion but im giving Kurt the edge here because his matches are much more enjoyable than HHH's.
Overall
Angle > HHH
Kurt had done alot given his relatively short tenure in the company, his matches are super good and his promos are almost never boring. His only problem that hes an unreliable guy thanks to his perc addiction. HHH had more time therefore more gimmick changes before he could get his on screen character ironed out but I like his good sense when hes on the ring, hes definitely the top Ring General.
