If your group's gimmick is being cool, you'd expect the leader to be the coolest one, so Momo's image took a big hit after spending a year getting BTFO'd by everyone who wasn't a child + Lady C and Mina (not that she would have beaten Utami in that category either way). Realistically, the only thing you could do was either morph QQ into something that would have fit Momo's strengths better, or have her fuck off and give the group to Utami instead.
Being a good leader is about being the best representative of your group. That's why I think Saki should be the leader of Oedo Tai.
