The Turnbuckle Post Figure Four is done properly by the guy who is on the receiving end of it by him holding onto the foot/ankle of the one executing it so he can easily apply it without smacking his head against the concrete. The Rock did it properly here and Bret doesn't apply it until Rock holds his ankle. It eases the guy to the ground:

From the moment Bret tenured his resignation to the company right up until Survivor Series, he made several attempts to patch things up with Shawn that had Shawn disrespect him againand Vince went through multiple hour phonecalls with both of them to come to a mutual conclusion but ultimately chose Shawn to be the successor because he threw bigger tantrums.
It wasn't about caring who got the belt after he left; it was about being bold-faced lied to by everyone and backstabbed and betrayed on his way out.
