It's not like Jamie got over in the first place because of her promos or her looks (though I will admit that her buttstraps and plumper bottom made me pay a little more attention to her). She got over because she was regularly having better matches that all the girls that were above her on the card and when she was champ that was her entire selling point: She's a big game hunter, she needs real competition to be interesting.
A rehab feud with Harley and Saraya is one thing, but you give her another one with somebody who's been gone ever longer than and was even lower on the card and you get a predictable outcome, less effort and less heat from the audience, especially when it looks at first glance like it's not going to lead to anything. We already saw "The Rise of Jamie Hayter" two years ago, we don't need to see her prove herself again. She needs to either be in the title picture or working with people who are and there's no reason you can't have her do an odd job here or there to them if you think you've got something good going. You can't just sit on her until All In or Forbidden Door UK season to work with Mariah or Mercedes, especially when the division is going to get even more crowded. Toni's return just started to get teased, Julia should be cleared soon, Willow should be back from excursion soon, Mina is coming, you've got a ready made feud with Britt that you could do at any time. There are plenty of people for her to work with that don't require a belt that aren't just Rampage fodder.
