Meanwhile in 1998-99 when WWF is kicking WCW's ass it's party because they have a smaller roster that doesn't cost as much but they also only have to fill 2 hours of RAW. Sure they had Shotgun Saturday Night and Sunday Night Heat but no one really watched those. Heat had some good episodes that happened when it was the preshow to a Sunday night ppv.
There's also no Collision this week so AEW can book 3 solid hours of a show when it doesn't have to book 5 hours this week.
