No, the answer is that Damien just isn't on the level of being a top guy.
If Drew had kept the belt Raw would be running a big angle because Drew is a star with an interesting storyline.
If Seth still had the belt they'd be running a big angle because he's a certified main eventer.
Damien just isn't that guy. Finn is more that guy than Damien.
That said, they clearly don't want to start any new storylines right now because of the draft which is why this post-Mania season feels so tepid.
