If want a more specific example, I think the worst dropped ball would be Eddie Kingston. Now Eddie could help himself my working on his arms and fighting more like a street thug than a backyarder who got a best of New Japan VHS tape. But at one point the fans wanted to see him succeed. Instead he got do a bunch of nonsense tag matches with 8 different people the announcers claimed were his best friend making one of the few guys who can cut a real promo look fake. And when he got into a singles feud, be it Punk, Archer or Jericho, there's no satisfactory conclusion, Eddie was just used as filler to get into the next feud.
