Despite being pushed multiple-times over as the top brand player, he never was. He always worked with the actual guys who made money and drew the crowds (Austin, Rock, Taker, Lesnar, Cena, Michaels, Batista, McMahon, and Hogan). The only times he's ever over for any amount of time is when he's in factions, usually as the second in command to the big guy - Michaels, McMahon, Taker, and Austin. His coronation as the WWE's top guy in 2002 was completely overshadowed by Hogan vs. Rock. A month later, he did the job to Hogan before turning heel again because he failed as a babyface - despite everything the company put behind him. Despite having numerous feuds with some of the top stars in the industry, he's never been anyone's number 1 feud.

You might think of Batista, but many would argue that Batista versus Cena or Taker were more memorable.
He runs NXT, calls it the third brand, and constantly uses it to showcase why he's a better booker than Vince. He goes up against AEW and loses to AEW. Shawn Michaels takes over NXT, and he beats AEW, once again proving that Paul is forever Michaels Jennetty. Ladies and Gentleman, I submit that Triple-H's is the ultimate boy. Despite being handed everything through a blend of cronyism and nepotism, he always ends up coming up short, always the understudy, never the actual star. His "successes" are owed entirely to who he married to, sitting in McMahon's booking meetings since 97 (Because Vince is a moron who didn't see this as a conflict of interest), and tenure in the company, able to work with different generations of actual main event stars.
