The Japanese promotions are free to do as they please with either or any group (except the Lucha stuff with New Japan) as long as the 2 American promotions don't directly clash in some form. Whether that involves WWE guys and AEW guys on the same card remains to be seen, but Wrestle Kingdom maybe the big test.
