Obviously his social media reach is massive and he's still by far the biggest name in the industry, but as far as tv goes he doesn't move the needle all that much. Remember that one Punk segment during the RAW where Cody bled was by far the highest quarter of the night and brought an increase of around ~400k viewers, which tracks with Rock's biggest increase, which was ~600k on Smack in March, but Roman, Seth and Cody were also there. Other than that he had +500k for his first heel promo (again with Roman) and his concert opened with normal numbers but saw an increase of around 100k over the duration. Rock's biggest increase on the smaller RAW is his promo with Roman and Seth on the go-home to Mania (+~400k).
Lot of text to say that yeah Rock brought a lot of eyes to the product, but as far as drawing on tv goes, he didn't do nearly as much as one would expect. WWE was pretty hot in general pre-WM so even stuff like a Seth/Cody promo on RAW got +300k
