Not all Japanese wrestling is 90s all japan. And 90s all Japan was the way it was because they had passed the torch to Tenryu who up and left and Jumbo he had been wrestling since the 70s wasn't going to be around forever. The bombastic style allowed them to get multiple wrestlers over very quickly. And frankly the 90s style wasn't all that different from what Jumbo and Tenryu were doing in the late 80s, the frequency and the actual danger moves have been greatly exaggerated. Like you can count how burning hammers Kobashi did in All Japan without taking off your socks, and the ganso bomb is just a kneeling piledriver, a move Dory Funk did all the time, with some extra theatrics.
