It's not that Tonga himself is that interesting, it's that he has a role and purpose in the story people want to follow through on to see where it goes.
People have something to look forward to which "can he do a 5 star match" is at the bottom of the barrel. Is he gonna tag with Solo? Is he working for Roman or Solo, etc etc.They want to see the story and character, not the worker.
That's why all of them NJPW rejects all fail in AEW because they got nothing else than lukewarm dream matches going on for them.
