The only other who could even be considered in this space is Steve Austin who was only active and popular for the final five years of his career. Ric Flair is the wrestlers wrestler so he could be considered too depending on the criteria of what it is to be GOAT. But no one in the modern and golden years of wresting has drawn more than Hulk has. That said the GOAT subjectively is Y2J for me.
