This one came out in 2006, and was used to celebrate the 30th anniversary of Kochira Katsushika-ku Kameari Kōen Mae Hashutsujo (or KochiKame: Tokyo Beat Cops, as it's more popularly known)
KochiKame is kind of a big deal in Japan - it ran from 1976-2016, and a special anime of it was made to promote the Olympics in Tokyo last year.
