You need native stars for him to go against. Fans in the 70's and 80's legit believed that top pro wrestlers were the toughest guys in the country. Even if they didn't completely believe the matches were legit, they believed guys like Inoki, Maeda and Hashimoto were legit. You can't get that back after wrestling was exposed by MMA and kayfabe got shattered by Takahashi's books.

It was. Takahashi was the star referee for NJPW during it's glory days and then randomly wrote a trilogy of books explaining how everything was done. The first was called 'blood magic'. His thesis in the third book was that they should openly admit to being fake and do goofy shit to be accepted as entertainment instead of attracting a sports audience.
