The better argument is that Ishii's just too old for a main title run. The only reason Tanahashi got such late reigns is because he was a huge star and carried the company. I would very much like to see Ishii get a 'thank you for all your hard work' title run, but that's more of a US thing and doesn't happen much in JP. On the other hand, Shingo DID just get one of those runs but he's an apex worker at the top of his game with about 5 good years still ahead of him. Ishii will probably transition to working more like Suzuki in the next 5 years, those bumps pile up.
