CM Punk is at that stage now (like Taker or Lesnar), where he's more of an attraction than an active wrestler. Giving CM Punk 15-20 appearances a year is how you keep him happy and eliminate any backstage bullshit.
Tony tried making Punk a partner in AEW, but Punk isn't a corporate man. That's why he was unhappy. I feel like most of you have watched wrestling all your lives and if you couldn't figure this out about Punk, you need a new hobby.
