In an ideal world, May builds a program to face Hayter and drops the belt to her (maybe with Storm interfering). From there, you can have Hayter go off and hold the belt and go on a tear while May and Storm can wrap up their story. I don't see how putting the belt back on Storm helps her or Mariah at this point - it would just be vindication that May's first reign is underwhelming and an afterthought. Of course, May will likely drop the belt to either a returning Storm or Mone.
