Dave has talked about how he uses object and subjective criteria to decide his star rating. Problem is what he thinks are objective criteria are just as subjective.
One of these he has named out right is the "effort." Which makes sense, if guys aren't trying they aren't going to have a good match. But by effort he strictly means physical effort, and more specific than that acrobatic effort. So the effort a heel puts in to piss people off, or face puts into selling and making themselves sympathetic aren't weighed as heavily as guys flipping out of the ring. Things like listening to the crowd to set the pace of your match is not awarded as much as doing a bunch of shit.
So the reason the WWE hasn't had that many 5 star matches, is because their style overall doesn't have much acrobatics. So WWE superstars have to earn their star ratings, where as everyone else just has hit the number of dives, flips and thigh slaps Dave feels are required that particular night.
