He needs to strap a rocket to Garcia and have him go over all of the ex-Fed talent clean. Build him up like Randy Orton's Legend Killer, except it will work because Garcia is so much more exicting. If Tony needs a gimmick to get the casual viewer interested in Garcia then he should give him a little AE shine and start giving Garcia a string of beautiful valets to come to the ring with him and, eventually, fight over each other for his attention. The joshi are ratings poison so Tony may as well use them to get over the guy who is going to be his biggest star. That Mei joshi is kind of cute, Tony should definitely bring her back for the angle.
