Number 2 = Scott Hall, because of his charisma.
Number 3 = Kevin Nash, size + charisma
Number 4 = Rick Rude for his amazing mic work and workrate
All 4 of the above would immediately be the top stars in WWE. Hogan in particular would be pushed to the moon. Rock and TKO would fire Triple Paul if he dared to not push the Hulkster because he would be just too huge to ignore.
