What you and OP don't seem to understand in your autistic brains is that just because a company says X, doesn't mean X is true. The WWE has long been criticised for being behind the times over the decades, it also kept on with the Hulkamania-without-Hulk product until well into 1996. When Vince gave his "Attitude Era" speech in December 1997, a lot of what established the product had already taken place over the preceding 1.5 years.
Even the WWE can't seem to agree on its own narrative here - I just checked the network and its own AE coverage includes Wrestlemania 13.
