The Attitude Era was peak popularity, but it wasn't until 2000 when the wrestling quality started to get better and yet there was still something missing back then. Wrestlemania didn't really feel like this big massive thing during the AE. Yeah you have WM 17, but you could argue that was the end of the AE and the beginning of the end.
