If it was planned from the get go that Cody Rhodes would say "But not at Wrestlemania" and then change his mind, then it would be worse than what actually happened, which was Triple H doing a pivot.
Obviously, perfect hindsight is better than having to do a pivot in the first place, but every good booker has had to do pivots. No one is perfect.
