If I was in charge, I'd make MJF the Dynamite main character and make Darby the Rampage main character.
Orange Cassidy has actually been used really well for Rampage since winning The All-Atlantic Title, but due to the nature of his character he's not going to carry it on his back. I think he could be made a legitimate staple of Rampage, especially since he is so over he could potentially induce more of the live audience to stay for the show after Dynamite ends.
I think Rampage could be a good fanservice show with giving time to people the audience loves to see but might not necessarily be watchable for a mainstream audience, which is exactly what Dynamite has to be from now on: Danhausen, Skye Blue, I don't know.
I would make Rampage a B-show but with its own star pillars around whom the meaning of the show can revolve and grow: Darby, Orange Cassidy, Hook, and a big guy traditional heavyweight. Then you can have each of these guys on Dynamite once a month and show up at the PPVs for crossover matches.
I think you could also use those opportunities to entangle storylines that gives a pretense to draft certain wrestlers between the shows regularly.
