You can't have Champions have matches on ordinary Raws and SmackDowns, they need to only ever do backstage segments, or the occasional in-ring promo.
Fun fact: Cody Rhodes won the Royal Rumble earlier this year, main evented both nights of WrestleMania 40, won the WWE Championship in the defacto main event of WrestleMania 40 (night 2), has been WWE Champion (unfortunately) since then, and he WASN'T at Survivor Series at all, not in any capacity. He didn't have a match, a backstage segment, or a promo, nothing. The WWE Champion wasn't booked for one of WWE's 'Big 4' pay-per-views.
