Yes the yellow polka dots was a rib on Dusty, but he was aware of it. Vince has a perverse sense of humor as we've seen, and he doesn't like to be beaten at his own gam. Dusty however was smart enough to get it over to a degree which I'm sure pissed off Vince even more. Dusty had natural charisma and he also liked a challenge.
You can see by the end of his WWE run, ie Survivor Series 90 that he had stopped wearing the polka dots and was just wearing street clothes essentially. They pretty much gave up on trying to bury him. Can't bust the Dust.
