As someone who only started watching WWE again recently, I can safely say that Rollins is the most overpushed, most underdelivering guy on any of the WWE shows I watch.
He's as protected as Roman but worse in every imaginable way.
No, he's not much better in the ring. He is legitimately at around Atom Cole's level in-ring but at least he's bigger, thankfully.
Either way, he sucks and is not cool.
