With Cargrill it's not benefiting WWE to recognize her career in the AEW the same way NJPW background would for a AEW appearance as at least some of the marks know what the fuck it is and people won't shut up in the show talking about NJPW like it was a tertiary promotion for Tony. Cody can allude to it because he was a WWE star before leaving there.
Also WWE isn't dumb enough to throw a green shitters straight into matches with top talent if they aren't ready for it. Exceptions do apply, like overreaching with unlikeable shitters with Gargano and thinking Top Dolla could pull anyone with that shitty rapping and inability to look good in the ring. What a great investment that was - worked out fine for everyone, right?
They generally won't put out a new name without teasing or building hype and expectations, or not without making sure that there is an audience for it that at least know why the match is happening.
This has happened more times than not with every single big signing, Logan appeared on the show for months without matches. Veer is still coming to RAW (well, he was there twice but now he's coming again). Lexis King got dark matches before they trusted him to not bomb his first appearance.
