This list attempts to lean mostly into objectivity but besides subjectivity always playing a part, obvious biases are promo's on the Japanese not being able to connect to a non-speaker, but after watching some promos, you realize you're still able to gleam their level of competency by general delivery/composure/character work even without understanding, I imagine the same is probably true of Ultimate Warrior promo's
I did 30 but then threw in Seth to kinda show the scale disparity between the 30 top guys and someone people say is really good but is overrated/overexposed everytime he's sniffed a main event since 2015
