I used to think the latter would be more likely, he'd be an excellent heel champion who'd pop the ratings in his segments and matches. Plus it'd be the ultimate insult to Hangman, who spent years trying to get the belt but ended up losing to fucking MJF of all people. However with Cody in WWE and them possibly gearing up for some serious shit, Tony might think putting the belt on Phil would be the right choice in light of this. Of course, Tony's not the best when it comes to making decisions, booking-wise or financially.
