The quality had been wavering for years before that, but those two years in particular made the time right for someone to make a serious threat at WWE's market dominance. Cody Rhodes rode a renewed wave of indie wrestling resurgence that would not have been as prevalent absent of his involvement. This culminated with All In 2018, which actually accomplished something unprecedented, unlike All In 2023's non-achievement. First non-WWE/WCW American show to log an attendance above 10,000 in a quarter of a century. Tony had absolutely NOTHING to do with this.
Then Tony enters the picture, makes himself the protagonist of a fed that usurped indie wrestling's momentum, and now it's a complete shit show. Honestly, calling him Jacksonville Dixie is an insult to Dixie at this point. She at least has the excuse of being a retarded woman who took bad advice from people who had far more clout than the Bucks ever did.
