If you watched the roh media scrum, it was like a test run for what happened during the all out media scrum, they had wheeler utah up there talking, and then daniel garcia ran into the room and started screaming at wheeler utah off camera. here tony con was practicing his facial expressions, the very ones you saw during the all out scrum. tony then tried to calm wheeler utah down, and utah made the comment that he "doesnt like him (garcia) as a person." this was done as a worked shoot. then after wheeler went to the back, tony started talking by himself, and then he started making the worried facial expressions and then made the remark about an "altercation" or "fight" breaking out behind the scenes (behind wheeler utah and daniel garcia) happening. this was clearly a complete work, but presented as a shoot.

they established precedent on how they deal with "shoot" fights breaking out between talent with eddie kingston. in my opinion, seeing the other worked shoot angles eddie and sammy have both been involved in, and sammy being a close friend of tony, it makes sense this was a test run for the punk/elite suspension angle.
